Blessings in a Backpack Frederick Chapter Welcomes Dr. Ashley Waters as New Managing Director

Blessings in a Backpack is proud to announce the appointment of Dr. Ashley Waters as the new Managing Director of its Frederick Chapter. A seasoned nonprofit and public sector leader, Dr. Waters brings a wealth of experience and a deep commitment to community impact as she steps into this vital role.
“I’m honored to join Blessings in a Backpack and lead the Frederick Chapter in our mission to prevent weekend hunger for local children,” said Dr. Waters. “When we invest in hunger-free weekends, we’re investing in stronger learners, healthier families, and a more connected community. I look forward to working alongside our dedicated volunteers, generous donors, and passionate partners to ensure every child in Frederick County has the nourishment they need to learn and grow.”
Dr. Waters’ career spans a variety of impactful leadership roles, including teaching at local colleges and universities, serving as Senior Assistant Director for the Department of Housing and Human Services, Communications Manager for The City of Frederick, Executive Director of Woman to Woman Mentoring, and Director of Shady Grove Operations for UMBC. She is also actively involved with Rotary International.

Waters holds a bachelor’s degree in international politics from Penn State University, a Master’s in Nonprofit Management from Towson University, and a Doctorate in Public Administration from the University of Baltimore. In 2024, she was recognized as the Transformational Leader of the Year by the Frederick County Chamber of Commerce and received the Service Above Self Award from Rotary District 7620. In 2022, Waters was named to Frederick County’s Top 40 Under 40.
Ashley, her husband Andrew, and their son Torin reside in downtown Frederick, where they remain deeply engaged in the local community.
